There are a lot of ways this question can be taken, and frankly, all of them should be looked at. You don't
want a broken site, in any sense of the word.
But this question is meant primarily in the most obvious way - asking whether all functionality is intact.
It is remarkable to see how many sites have broken links, missing images, non-functional forms and search
utilities, and "under construction" pages.
An "under construction" page, in many ways, is worse than a broken link. It tells a site visitor that not
only is what they were looking for unavailable, but that the administrators know about it and have (at least
to external appearances) done nothing.
If an area of the site is, indeed, being built, but has somehow made it's way into the navigation of the live
site, tell the visitor why this is, or what they can expect. If the page will be available next Tuesday, the
site should at least say "Will be available next Tuesday."
That way, at least some useful information is being transmitted to the visitor, rather than simply
leading them to a dead end.
