Really, if you've answered The Why of your site effectively, this question will be
at least half answered for you. If it isn't, you may want to revisit your planned reasons behind the creation
of your site.
At the barest minimum, this question should be answered "demographically," with phrases like "high school
students," "retired persons," "pregnant women," etc.
Knowing these details, even if you go no further, will influence the way information is presented on the site.
The key is getting into your target's head. Think like they think, and present the information according to what
they expect to see.
Knowing who the audience is goes a long way toward knowing how they think, and effective interaction can only
take place with such knowledge as the foundation.
